LAR Principal Engineer
Richard Reiss, PE, LEED AP is a professional engineer licensed in NY, NJ and FL and is a certified Steel Tank Institute Fuel Storage Tank inspector. He has been practicing engineering for more than 27 years and has served in a range of capacities including Environmental Director of a large multinational organization, Regional POL Program Manager, Engineer of Record, Resident Engineer, Technical Contracting Officer's Representative, and Environmental Science and Engineering Lead.
Mr. Reiss has provided environmental engineering and program management services to numerous Fortune 500 companies including L'Oreal, Consolidated Edison of New York, General Electric, Avis Budget Group, Department of Navy, USMC, City of New York, Long Island Railroad, New York State and many others.
His areas of expertise include:
design, installation and operation of groundwater and soil vapor extraction and treatment systems
environmental program management and compliance
fuel storage system inspection, management, compliance, and training
construction oversight and contract management
Mr. Reiss has worked with diverse teams of senior officers and enlisted members of US and foreign militaries; real estate developers; federal, state, city and municipal government employees; and environmental attorneys, scientists, engineers, planners, regulators to secure many wins on behalf of clients including:
saving a Fortune 500 company $1.2 million by establishing, implementing and successfully executing an environmental forensics strategy that successfully disputed environmental contamination liability claims
receiving environmental compliance awards from the Secretary of Navy, United States Forces Japan, and Commander Navy Region Japan
achieving site closure at multiple contaminated sites throughout the US by establishing, implementing and successfully executing environmental remediation strategies and serving as the Responsible Party interfacing with regulators on behalf of federal and state governments and fortune 500 companies
improving the US Navy and USMC fuels infrastructure throughout the world by identifying fuel system non-compliance with industry standards and international, federal, state and local requirements; establishing detailed and prioritized plans of action; and providing detailed technical guidance.
